1. The Origin of Non-Israelite Peoples
This probably the best book available concerning the origins of non-Israelite peoples:

Craig's book tells one just about everything really needed concerning different peoples, their interrelationships and possible Biblical connections.

We are preparing our own book on the subject but it could take a long time before it is ready.
Our work will be much less comprehensive, and have a different perspective and other material.
Craig's book will still be needed and be even more of value.

2. Seventy Gentile Nations, Abrahamic Groups, Israelite Clans
Seventy sons of Noah are mentioned in Genesis 10 and it is from these 70 that all nations of the earth descend Noah had seventy sons.
The descendants of Abraham (through Keturah, Ishmael, Esau, etc) number seventy.
Later the children of Israel would bring forth twelve tribes divided amongst seventy clans.

[Genesis 46:26] ALL THE SOULS THAT CAME WITH JACOB INTO EGYPT, WHICH CAME OUT OF HIS LOINS, BESIDES JACOB'S SONS' WIVES, ALL THE SOULS WERE THREESCORE AND SIX;
The sons and grandsons of Israel numbered seventy souls. The names of the sons and grandsons (ch.46) are similar to the names of descendants of Israelite Tribes who populated much of Western Europe.
Apart from those nations that are predominantly of Israelite descent every country on earth is also linked to one of the seventy non-Israelite descendants of
Abraham and to one of the Israelite Tribes either due to settlement or historical connections.

The children of Israel were meant to be leaders and instructors to all the peoples of the earth.

WHEN THE MOST HIGH DIVIDED TO THE NATIONS THEIR INHERITANCE, WHEN HE SEPARATED THE SONS OF ADAM, HE SET THE BOUNDS OF THE PEOPLE ACCORDING TO THE NUMBER OF THE CHILDREN OF ISRAEL> [Deuteronomy 32:8].

I read something about the Knessett considering offering citizenship to Ephreimites. My question has to do with the definition of the word, Some people use it to mean R Yeshua deniers, some define it as those of us who believe ourselves to deseceded from Joseph. I'm posing the following question to Hebrew scholars.
I listened with interest to the speech that President Bush gave to the Philistines today. I believe that this is the Division of the Land, which brings about the Judgement. I believe that this Judgment results in the prophecy of Jeremiah 50 and 51. While part of the text refers to the Babylon of Nebechanizer, the rest of it is clearly talking about a nation which exists in The Later Days. Also the Medes just moved into Babylon, this nation is destroyed in a manner similar to Sodom and Gamorrah and is never inhabited again. This nation is the Hammer of the Nations, which we believe means the enforcer. I'm also fascinated by the prophecy that the Kings of this nation are killed and never live again this "honor" seems to be unique to them. The People's Broadcasting System did a Frontline show on a reporter who is following the Un's nuclear inspectors as they travel around Iran looking at their facilities. One of the Mad Mullahs was quoted as saying that they wanted to give America a bloody nose.
Some how Israel survives. Yair Davidi has translated a verse saying that Judah and Ephriem will defeat the Philistines and that the remant of them will fly away to Egypt.

Answer:
Your question was divided into a question about (a) citizenship and (b) concerning the meaning of Jeremiah 50 & 51.

Answer: The Knesset does not seem to be offering citizenship to anybody at this stage.
Some elements may be pushing that better (or more easier to obtain) rights of temporary residence be granted to Christians in general without distinction as to whether they belong to "Ephraim" or not.
Most Jews have no idea what one means by "Ephraim".
I personally reject both definitions you gave for "Ephraimites".
The first one I never heard of until now - I do not know where such notions come from. The second one concerning "believe ourselves to be descended" I am reserved about. For me, "Ephraimites" means those who PHYSICALLY are descended from the Lost Ten Tribes or attached to them. It is a question of emphasis.
We are not trying to impress people with an idea, some kind of quaint notion we believe in.

WE ARE TRYING TO ESTABLISH THE EXISTENCE OF A FACT!
We want to present the evidence that exists (and additional proof that God willing we will acquire) before relevant parties and request that they relate to it.
Brit-Am "Ephraim" is either true or it is not true.
If it is true we want people to face up to it.
To lay the evidence before them.
It is not something to be taken lightly.
It must be learned and internalized and added to and encouraged.
One does not really "believe" in the Theory of Gravity.
One learns it.
After learning it one accepts it and works according to it.

(b) Regarding your question concerning Jeremiah chapters 50 & 51 I cannot give an answer at present without a renewed in-depth analysis of the subject matter.

Below are excerpts from our commentary of Brit-Am significance:
[Jeremiah 50:4] IN THOSE DAYS, AND IN THAT TIME, SAITH THE LORD, THE CHILDREN OF ISRAEL SHALL COME, THEY AND THE CHILDREN OF JUDAH TOGETHER, GOING AND WEEPING: THEY SHALL GO, AND SEEK THE LORD THEIR GOD.

Israel and Judah shall return together.


Another Midrash says:
"By way of nature, if a person takes a bunch of reeds and tries to brake it in two at one go, he cannot do it. If the reeds are separated one by one even a child can break them. We thus find that Israel and Judah will not be redeemed until they be united in one confederation, as it says,
[Jeremiah 3:18] IN THOSE DAYS THE HOUSE OF JUDAH SHALL WALK WITH THE HOUSE OF ISRAEL, AND THEY SHALL COME TOGETHER OUT OF THE LAND OF THE NORTH TO THE LAND THAT I HAVE GIVEN FOR AN INHERITANCE UNTO YOUR FATHERS.
When they are united they will be able to receive the presence of God almighty" (Tanchuma, Nizavim, 4).

[Jeremiah 49:20] THEREFORE HEAR THE COUNSEL OF THE LORD, THAT HE HATH TAKEN AGAINST EDOM; AND HIS PURPOSES, THAT HE HATH PURPOSED AGAINST THE INHABITANTS OF TEMAN: SURELY THE LEAST OF THE FLOCK SHALL DRAW THEM OUT: SURELY HE SHALL MAKE THEIR HABITATIONS DESOLATE WITH THEM.
Another opinion says it refers to the distant future and "Babylon" represents the European forces of Esau-Edom.
"THE LEAST OF THE FLOCK" refers to Israelites from the Tribes of Joseph and Benjamin, i.e. the two sons of Rachel wife of Jacob.
"Rabbi Pinchas said in the name of Rabbi Shmuel son of Nachman, it is a tradition that Esau will not be defeated save by the sons of Rachel, as it says "SURELY THE LEAST OF THE FLOCK SHALL DRAW THEM OUT" [Jeremiah 50:45]. Why are they called "THE LEAST [youngest] OF THE FLOCK"? Because they are the youngest sons of the Tribes" (Breishit Raba 73;5).

[Jeremiah 51:5] FOR ISRAEL HATH NOT BEEN FORSAKEN, NOR JUDAH OF HIS GOD, OF THE LORD OF HOSTS; THOUGH THEIR LAND WAS FILLED WITH SIN AGAINST THE HOLY ONE OF ISRAEL.
He is speaking of Israel (the Ten Tribes) and Judah together even though historically most of the Ten Tribes had been taken away previously by the Assyrians and were not in the Babylonian Exile. In the Books of Nehemiah and Ezra when it speaks about the return of the Exiles from Babylon a census list is given. Only people from the tribes of Judah, Benjamin, and Levi are mentioned. The present prophecy concerns the future and Babylon represents a combination of other entities.
"FOR ISRAEL HATH NOT BEEN FORSAKEN" in Hebrew the word rendered here as forsaken" can also be translated as widower, i.e. FOR ISRAEL IS NOT A WIDOWER.
The Midrash (Oral Tradition) says:
" "FOR ISRAEL IS NOT A WIDOWER, NOR JUDAH OF HIS GOD":
It says elsewhere: "HOW DOTH THE CITY SIT SOLITARY, THAT WAS FULL OF PEOPLE HOW IS SHE BECOME AS A WIDOW" (Lamentations 1:1). Rabbi Akiva and the other Rabbis had divided opinions on this matter. Rabbi Akiva says it refers to Judah who was bereaved [separated from] the Ten Tribes whereas the Rabbis said that both [Judah and the Ten Tribes] were bereaved of Jerusalem but not from God as it says, FOR ISRAEL HATH NOT BEEN FORSAKEN, NOR JUDAH OF HIS GOD" [Jeremiah 51:5]. "
At all events we see here a traditional linking of the verse in question to the Lost Ten Tribes.

[Jeremiah 51:20] THOU ART MY BATTLE AXE AND WEAPONS OF WAR: FOR WITH THEE WILL I BREAK IN PIECES THE NATIONS, AND WITH THEE WILL I DESTROY KINGDOMS;
Some said that Jeremiah is referring to the Medes as the "battle-ax" of God but according to the similar meaning he is referring to Israel. Israel is the tool God uses to break and make nations. To the degree that this prophecy was to be fulfilled before the Messianic Era then it could only have been fulfilled by the Lost Ten Tribes. The Lost Ten Tribes of Israel could therefore only be found amongst a people or peoples who were powerful on the international scene, preferably the most powerful. This is another proof confirming our Brit-Am identifications.
