AL QAIDA TARGETS LEBANON AS NEW BASE
TEL AVIV [MENL] -- Al Qaida is believed to have designated Lebanon as its
Middle East base of operations, which could turn Israel into a direct target
of Osama Bin Laden.
A report said an Al Qaida base in Lebanon would allow the Islamic movement
to combine forces with numerous Palestinian and other groups in the
insurgency war against Israel.
"This infrastructure would be invaluable for Al Qaida, allowing its
operatives to infiltrate, recruit new operatives, and build new sleeper
cells that would combine forces with the Islamic militant organizations
already operating in the Palestinian arena," the report by the International
Policy Institute for Counter-Terrorism said.
The report, entitled "The Al Qaida-Hizballah Connection," and authored by
Yoni Fighel and Yael Shahar, said an Al Qaida foothold in Lebanon would
enable the movement to infiltrate Israel. The report said the routes would
be either directly from Lebanon or through Jordan.

JERUSALEM DAY
Israelis from Jerusalem and all around the country converged on their capital today to begin celebrations for Jerusalem Day - the 35th anniversary of the liberation and reunification of Jerusalem in the Six Day War of 1967. It will be recalled that Syria and Egypt spent the weeks before that conflict threatening Israel, and when it appeared that a clash was inevitable, Israel informed Jordan that it had no interest in attacking her. Jordan's King Hussein, however, could not resist entering the war against Israel, and lost control of eastern Jerusalem, Judea, and Samaria for his troubles. It should further be noted that his control over these areas in 1948-1967 was recognized by only two countries in the world - Britain and Pakistan - thus that Israel's reunification of Jerusalem was a manifestation of historic justice for the city. "Photographs and paintings of Jerusalem from the mid-to-late 19th century," Arutz-7's Shai Ben-Tekoa says, "show that what is now called 'Arab eastern Jerusalem' never existed until after Zionism began."
Celebrations of the holiday today include the inauguration of the homes of the first two Jewish families to live on Mount of Olives in 2,000 years. Yesterday, two other families moved into their new-old homes in Nachalat Shimon, just 200 meters west of the Shimon HaTzaddik neighborhood. Yeshivat Beit Orot, a hesder yeshiva (combining Torah studies with army service) one kilometer northeast of the Old City, is one of the sponsors of these initiatives as the latest of its projects to redeem old Jewish neighborhoods in the capital. MK Rabbi Benny Elon, the former dean of the yeshiva, said that the purpose is to form Jewish "territorial contiguity" in the area, "from Shmuel HaNavi neighborhood, through Shimon HaTzaddik, to the Hyatt Regency area, to Beit Orot."
Thousands of people of all ages will attend the annual Jerusalem Day celebrations at Beit Orot throughout tonight - singing, dancing, and marching to the Western Wall. Many congregations will recite special thanksgiving prayers tonight and tomorrow in honor of the day.
Other celebrations include:
* visits to Jerusalem by thousands of students from all over the country;
* a memorial ceremony at Ammunition Hill in Ramat Eshkol with the participation of President Katzav and other top dignitaries;
* a march and agriculture exhibit by Israel's Regional Councils;
* a memorial ceremony for Ethiopian Jews who did not survive the arduous trek from Ethiopia to Israel;
* a flag-march (Rikudgalim) throughout the city, with tens of thousands participants;
* a walk around the Old City gates;
* lectures, singing, and dancing at Yeshivat Merkaz HaRav Kook;
and more.

900,000 Jews (and non-Jews) in 94 cities throughout the world have
participated in solidarity rallies on behalf of Israel during Operation
Defensive Shield. Jewish Agency Chairman Sallai Meridor presented these
figures appearing in a Jewish Agency report, at the last session of the
Zionist Executive, which was devoted to global Jewish solidarity and the
fight against anti-Semitism.
Over one and a half million individuals signed a petition calling for
increasing identification with Israel. Likewise, Jewish groups made hundreds
of demarches on behalf of Israel before government bodies throughout the
World (especially in North America and Europe).
Hundreds of Jewish community leaders from throughout the World came to
Israel on solidarity missions. Likewise, 9,000 individuals (mostly
schoolchildren and teenagers sent letters of support to Israel and personal
letters of encouragement and gratitude to IDF soldiers.
The United Jewish Communities of North America (UJC) created a special
emergency fund for Israel, and the International Fellowship of Christians
and Jews (whose founding president is Rabbi Yechiel Eckstein) presented the
Jewish Agency with a gift $1 m to help Absorb of assist new immigrants who
are currently arriving in Israel.

Stand." was presented by some 60,000 marchers from schools, civic and ethnic
organizations, and religious institutions.

The Swedish Israel Information Committee, in conjunction with the Jewish

rally of support for Israel in Wallenberg Square. Despite a heavy downpour,
2,500 individuals attended.

55,00 individuals demonstrated in a mass rally of support in Trafalgar
Square. This was the largest demonstration, which London has seen in many
years. Former Prime Minister Binyamin Netanyahu was the keynote speaker.
Other dignitaries who addressed the crowd were Labour Party Legislator Peter
Mandelson, Conservative Deputy Leader Michael Ancram and Chief Rabbi
Jonathan Sacks.

 39 TERRORISTS LEAVE BETHLEHEM
After 39 days, the Church of the Nativity siege is finally over. The 13 most heavily wanted terrorists - responsible for the murder of many Israelis - left the Bethlehem church this morning, boarded a British plane for Cyprus, and are currently being held under police guard in a Larnaca hotel. They will remain there until final arrangements for their permanent custody in other European countries and Canada are worked out. There were differing reports on whether or not they would be placed in prison in their new host countries. The 13 are to remain there between three and six years, unless a Palestinian state is established first, in which case they would be permitted to enter it.
Twenty-six others of the terrorists who held dozens of Christian clergymen hostage in the church for nearly six weeks arrived in PLO-controlled Gaza today, and were greeted like heroes by the local populace. One of them said, "We agreed to leave as a humanitarian gesture With the help of Allah, we will win and liberate our land."
In the third stage of the evacuation of the church this morning, 84 Christian clergymen left the building, underwent security checks, and returned to their homes. Finally, ten left-wing activists from abroad who originally refused to leave the building were removed; deportation proceedings against them have begun. The Israeli forces have now begun to evacuate their forces from Bethlehem.
 "LIGHT" TERRORISM IN BE'ER SHEVA
Four people were injured lightly, and seven others were treated for shock, after a terrorist attack in Be'er Sheva this morning. Two terrorists arrived by taxi at a Bank HaPoalim branch; one of them blew himself up, while the other one ran away and was later caught.
Yitzchak and Esther Bavlar, the husband and wife from Bat Yam who were murdered in the Rishon LeTzion massacre Tuesday night, were buried in Holon this morning. They were the 13th husband-and-wife couple to be murdered by Palestinian terrorists since the Oslo War began; six of the couples were killed in the Pesach Seder slaughter, in which 29 people were murdered.
In Gaza, tensions are high in anticipation of the IDF's expected entry into the area to dismantle terrorist infrastructures there. Army positions in southern Gush Katif were targeted by Arabs last night; no one was hurt. In Rafiach, a bomb exploded alongside an IDF vehicle; no one was hurt, and an exchange of fire ensued.
 EMPTYING TUL KAREM OF TERRORISM
The IDF continues its anti-terrorism operations in Tul Karem today, and discovered another large explosives laboratory there last night. Suitcases full of explosives were found there, as were M-16 rifles used in attacks against Israelis. The soldiers demolished the building. In Hevron, IDF forces apprehended a senior Hamas terrorist this morning. They surrounded his house and fired into it, and he gave himself up.

I never write about the Middle East. You can't know
about everything, and the tortuous, painful politics
of the region are one area that heretofore I have left
for others, more daring or expert than myself. But
lately, as the world experiences a spasm of anti-Semitism,
and as American Jews feel more beleaguered than ever
("Crisis for American Jews," trumpets New York magazine),
I have had occasion to reflect on the reasons for my
own deep support for the state of Israel.
In America, this kind of deep support is becoming rarer.
In 1989, 69 percent of Americans supported Israel. In
the latest ABC News poll, just 41 percent of Americans do.
And the really weird thing is, as New York magazine put it,
"Even more unnerving for liberal Jews here (in New York)
has been the fact that sympathy for Israel is strongest
among Republicans. At 64 percent, they are far beyond
Democrats, only 38 percent of whom sympathize with the
Israelis." Columnist Zev Chafets explains the results
this way: "Israel's base is now located in pro-American
hawks or conservatives or Jews. Some Jews don't feel
comfortable with Jerry Falwell, but that's too bad."
How to explain American support for Israel? Like Desmond
Tutu, many people abroad aggressively blame the alleged
power of something called the Jewish lobby (in a
democracy in which Jews are just 2 percent or so of
the population). Meanwhile, Islam, designated
representative of Third World culture oppressed by
evil Western patriarchy, has become the new darling
of the liberal intelligentsia.
In PC-Speak, international alliances are supposed to
be defined in rational, secular terms. We support
Israel because Israel is a democracy, which is true,
but so are a lot of other countries. We support
Israel because Israel is a staunch ally. Which is
true, but what does it get us? With allies like
this, America hardly needs enemies. No, support for
Israel cannot be justified by the cold logic of
national self-interest. And it cannot be explained
away by calling some people hawks. Both sides in
this conflict use force of arms. A generalized
willingness to use military force does not explain
why Americans are still much more likely to
identify with Israel than, say, the Palestinian
authority.
For me, what it comes down to, right or wrong, is
a sense of religious affinity. As a Christian
(Roman-Catholic style), I believe the Old Testament
of the Bible is true. Jews are the chosen people
through whom God revealed himself to humanity.
Deeper than the ins and outs of any particular
policy Israel adopts toward the Palestinians
(which may be as right or wrong), my support is
based on an inchoate sense that if put into words
would be something like this: As Christians, we
just cannot sit by and let Islamic nations
exterminate the Jewish people. There are a billion
Muslims and only a few million Jews.
I am not sure I know how to defend this as a
national policy position. (As I said, I leave that
for the experts.) I am not trying to make a
political argument so much as explain a political
phenomenon. The uncomfortable truth for many
American Jews (who remain overwhelmingly allied to
the Democratic Party and many of whom view
Christian conservatives as political enemies)
is this: If America's alliance with Israel is to
be maintained over the long term, it will be
thanks to the Religious Right.

losses of the more than 800,000 Jewish refugees forced to flee Arab lands
following the creation of the State of Israel in 1948. These refugees and
their descendents comprise half the current population of the Jewish State.
Jews from Arab countries were forced to leave behind billions in
savings, businesses, personal property and real estate. Compensation for
these refugees and their progeny is critical to any peace agreement in the

[FBIS Translated Text] Brussels, 8 May -- The EU has deliberately refrained
from monitoring the misappropriation of European money by the Palestinian
Authority over the past few years. EU diplomats said this on the occasion of
new Israeli accusations published earlier this week in Jerusalem. The EU has
deliberately never raised the issue of the diversion of European relief
money to finance terrorism and corruption because it feared that this would
jeopardize the resumption of the Middle East peace process, according to the
diplomats.
One EU diplomat also said that the monitoring of Palestinian leader Yasir
Arafat's budget by the IMF could not prevent European money from being used
for terrorist purposes either. "Everybody has known for quite some time now
that money ended up in the wrong hands. Officially, however, they feigned
ignorance so as not to jeopardize attempts to revive the peace process. The
IMF, too, did not want this to happen," he said.
The Israeli Government says it has evidence that Arafat used EU cash to
finance terrorism. Earlier this week, EU Commissioner Chris Patten (foreign
policy) received the Israeli evidence, which consists of a three-page
document. According to Patten's spokesman, the Commission is taking the
issue very seriously. However, the Commission's first impression is that the
evidence is not conclusive, the spokesman said.
More than one half of all the EU's international aid goes to the Palestinian
Authority. Between 1994 and 2001, the EU gave 1.446 billion euros in aid to
the Palestinians, including 256 million euros in loans from the European
Investment Bank. The EU member states also supported the Palestinian
Authority with 1 billion euros.
Last year, EU Commissioner Patten decided that there was insufficient
control on the use of EU funding. Therefore, he decided to call in the IMF
so as to regain control over the situation.

CIA WARNS OF MAJOR TERROR ATTACK
WASHINGTON [MENL] -- The CIA has concluded that the United States will be
rocked by a major attack from Islamic insurgents.
Officials said U.S. intelligence has assessed that the attack would probably
come from Saudi fugitive Osama Bin Laden or his allies. They said the Bin
Laden operation would seek to match the suicide attacks on New York and
Washington on Sept. 11.
Such an attack, officials said, is likely to once again target New York or
Washington. Over the last two weeks, the FBI, which works with the CIA in
the Counter-Terrorist Center, has issued two warnings of terrorist attacks.
The agency said it obtained information that insurgents have targeted banks
and shopping malls in northeastern United States.
"Now for the hard truth," CIA Deputy Director for Operation James Pavitt
said. "Despite the best efforts of so much of the world, the next terrorist
attack -- it's not a question of if, it's a question of when. The threat
that we face today from global terrorism is real, it's immediate, and it is
unlike any other we have faced before. I say this from 30 years of
experience in an intelligence function."

What is taking shape across southern Africa is the perfect famine, a disastrous collaboration between nature and man that has caused the region's worst food shortage in nearly 60 years.
 
 Officials in the region say as many as 20 million people are suffering from hunger and malnutrition. The U.N. World Food Program is already feeding more than 2.6 million people in Malawi, Zimbabwe, Zambia and other countries in the region, and agency officials say that number will at least double in the coming months as peasants finish off the meager yields from this season's harvest.
 
Overall, relief workers anticipate they will need roughly 145,000 tons of food, worth about $69 million, to plug the immediate shortfall in domestic crop production in the region. So far, donors have pledged only about $3 million.
 
 Officials with the Southern African Development Community (SADC), a coalition of 14 nations, say they will need to import 3.2 million tons of corn -- the region's staple food -- to offset the deficit, about double the amount imported last year.
 
 "We've got a full-scale famine on our hands," said Kerran Hedland, a spokeswoman for the World Food Program in Malawi.
 
A year of flooding followed by a year of drought are largely to blame for the widespread crop failure. But international donors, Western diplomats and civic organizations say the crisis has been aggravated by graft -- or at least mismanagement -- in Malawi and by political upheaval in neighboring Zimbabwe, usually one of the continent's most reliable food producers.
 
Malawian officials last year inexplicably sold the country's 167,000-ton emergency grain reserve and have not accounted for the proceeds. Officials have denied any wrongdoing and promised an investigation, but the International Monetary Fund, Britain, the European Union and other sources have frozen at least $75 million in aid payments as a result.
 
 President Robert Mugabe's seizure of white-owned commercial farms in Zimbabwe has hurt not only that country's crop yields but those of its neighbors. With one of the region's most robust agricultural sectors, Zimbabwe for years sold or donated surplus crops to other African countries that needed help.
 
 But Mugabe's violent, two-year-old campaign to redistribute farms to poor, landless blacks has disrupted farming and cut off routes used to transport food to neighboring countries. Food production in Zimbabwe has dropped by nearly 40 percent this year, according to SADC officials, and last week Mugabe joined Malawi's president, Bakili Muluzi, in declaring a state of emergency.
 
"Land acquisitions in Zimbabwe have had a dramatic effect on the amount [of food] that should have been produced in the country," said Judith Lewis, the World Food Program's regional director for eastern and southern Africa. "Much needs to be done. The time is running out."
 
The food reserve scandal in Malawi and Zimbabwe's political turmoil have compounded the problem by depleting stocks and driving up the price of corn by as much as 300 percent here in Malawi and in Zambia. What food is available is simply unaffordable to many people in the region.
 
Southern Africa has endured widespread food shortages before, most recently a decade ago when drought struck the region. But the situation now is far worse, many Africans say, partly because famished peasants are eating tree stems, sawdust and wild leaves, causing an increase in disease.
 
 The AIDS epidemic, which was only beginning to surface in southern Africa a decade ago, is deepening the misery. An estimated one of every six adult Malawians is infected with HIV, the virus that causes AIDS, and hunger has accelerated the onset of debilitating diseases and even death among many household breadwinners here, according to relief and medical workers.
 
The epidemic has further cut into the country's crop production by leaving the elderly, children and orphans to care for the sick, assume the responsibilities of planting and harvesting crops, or take odd jobs for extra income.
 
 
Amid such privation, food is precious to those who have it and tempting to those who do not. When Goodson Mussa was accused of stealing corn from a field near the capital, Lilongwe, three men used a razor blade to cut off one of his ears.
 
"They beat me and spit on me, and one of them threatened to douse me with [kerosene] and set me alight," said Mussa, 33. Asked several times if he was indeed trying to steal corn, Mussa refused to answer directly.
 
"Hunger is terrible," he said, holding his hand up to his bandaged head. "What man wouldn't steal if he's watching his own children starve to death before his very eyes?"

NOBEL PRIZE WINNERS JOIN THE CONDEMNATION OF THE PROPOSED SCIENTIFIC BOYCOTT
OF ISRAEL

A group of leading professors at the University of Chicago, joined by
scientists from around the world has initiated a petition in response to
calls for a European boycott of research links with Israel. The anti-boycott
petition condemns the boycott calls and urges scientists to foster and
develop further scientific ties with their Israeli colleagues. By now, more
than 1900 professors and researchers from all over the world have signed the
anti-petition and signatures continue to arrive. The list of signatories
includes many world class scientists, respected leaders in their fields of
research, among them Nobel Laureates, Fields medalists (the most prestigious
prize in mathematics), members of American National Academy of Sciences and
members of national academies of sciences in other countries. This is an
astonishing show of unity and support for Israel among scientists.
An editorial in the United Kingdom's "Nature", the leading scientific
journal, noted that "Such boycotts are misguided and should be opposed in

Last Thursday, April 18, 2002, will be remembered as an especially difficult
and sad day for me, my family, and other fellow Norwegians living in Israel.
The UN Organization and its Norwegian representative, Terje Rod-Larsen, have
stained their reputation and embarrassed themselves and the Norwegian
people, following Terje Rod-Larsen's biased stand on Israel.
You ask what has made April 18 such an unforgettable day and awoke my
Norwegian nationalism??? On the evening of April 18, as I was watching the
news on TV with my family, we were suddenly taken aback when Norway's Terje
Rod-Larsen appeared standing in the middle of the Palestinian refugee camp
in Jenin, describing what the Israeli Defense Forces had allegedly done and
the "unbelievable" site surrounding him.
Terje Rod-Larsen described the scene, "as if an earth quake had just hit,
the destruction, and the stench of death". Yes, Terje Rod-Larsen reported
what he saw, and there was no arguing about it. The recent events in Jenin
were indeed terrible and sad, and no doubt that many believe the same.
Terje Larsen, you did not, however, stop at that. You proceeded to view your
personal opinion by claiming that "Jenin will be remembered as a "black
stain" on this government in the history of Israel." At that point, my
stomach felt sick. I was shocked, disappointed, betrayed, and embarrassed by
your choice of words. To add fuel to the fire, you freely expressed yourself
regarding the events in Jenin, but somehow you also refrained from
expressing your views on the current situation within Israel's borders. You
chose to say what was said and chose not to say more that should have been
said. Of course, you conveniently spoke out following Israel's Remembrance
Day of its fallen soldiers and Israel's Independence Day. Celebrations were
canceled this year countrywide. Why? Over a hundred and twenty Israeli lives
were extinguished by Palestinian suicide bombers and hundreds wounded, in
the month of March alone.
Why should the people of Israel continue to suffer on a daily basis for the
fundamental right to safeguard their homeland?
Terje Rod-Larsen, you chose to act as the "Judge of the Middle East". No
other person or country, not even the United States of America has had the
"chutzpah" to take such a position. How dare you judge the Israeli people?
I am a proud Norwegian and the daughter of a wise Norwegian Naval Officer,
an Orlogs Captain. The Norwegian King rewarded my father an honorary medal
for his bravery and defense against the Nazis during WW2. I cannot begin to
think how a person of your status, a Norwegian delegate to the UN for the
Middle East, could have fallen so deep, as you have, on the day of April 18,
2002. As a Norwegian public figure, you have taken a biased stand on the
conflict in the Middle East, and you have misrepresented Norwegians
worldwide, including those living in Israel.
I have lost all due respect for you, Terje Rod-Larsen, for if your words
represent those of the UN, then all that is left to say is that it is
"unbelievable".
However, I would like to thank you, Terje Rod-Larsen, for opening up my eyes
and teaching me the true politics between Norway and Israel. Nevertheless,
being an "expert" on the Middle East, you seem to have ignored pages and
pages of facts. Thus, I cannot understand the Norwegian boycott (of Israeli
products), and more so the paradox that your wife is the Norwegian
Ambassador to Israel!
I call out to the Norwegian press and the Norwegian people back home. Please
wake up. Our country is being grossly misrepresented. We deserve better!
The Norwegian community in Israel is asking for the forgiveness of the
Israeli Defense Forces and its citizens for Terry Larsen's political
misconduct in Jenin.
The Norwegian community in Israel thanks the Israeli Defense Forces for
carefully keeping us safe and protected from ongoing Palestinian terrorism.
We are proud of the IDF soldiers and support you 100 !!!
In my opinion, the IDF and its soldiers should be rewarded with a Medal of
Honor for the battle of Jenin and the War on Terrorism.

TEL AVIV [MENL] -- Israel's government has approved a plan to expand
intelligence monitoring of Saudi Arabia.
Israeli officials said the government of Prime Minister Ariel Sharon has
concluded that the Mossad has insufficient knowledge of the Saudi kingdom.
They said that for years Israel obtained information on Saudi Arabia from
the United States.
But the Saudis have been expanding their role in Middle East politics. This
includes both Saudi aid to the Palestinian insurgency war as well as the
prospect of Riyad developing intermediate-range missiles and weapons of mass
destruction that could strike Israel.
"Israel is not sufficiently expert on Saudi Arabia," a senior Israeli
official said. "I don't think we know enough about it. What we do know is
that something very fundamental is going on in Saudi Arabia that cuts to the
heart of the country."

CHINA, SAUDI ARABIA DISCUSS MILITARY TIES
ABU DHABI [MENL] -- China and Saudi Arabia are exploring the prospect of
expanding their defense and military relationship.
The two countries have held talks on launching joint projects and the
purchase of Chinese weapons by Riyad. Other topics included Chinese
training, logistical help and joint exercises.
Saudi Deputy Defense Minister Prince Khalid Bin Sultan met a visiting
Chinese delegation in Riyad. The official Saudi Press Agency reported that
the delegation that visited on April 28 was headed by assistant
director-general for logistics in the People's Liberation Army, Gen. Rhu
Chiang.
"The two men discussed important mutual issues," the agency said.

 Former CIA Director R. James Woolsey has stated, "Much of the money for al Qaeda has come from Saudi Arabia," tying the Saudis directly to 9/11.
And since September, they repeatedly have failed Americans. They neither endorsed the U.S. attack on the Taliban, cracked down on their own bin Laden sympathizers, forthrightly acknowledged the role of Saudis on 9/11 nor made a priority of closing down the continuing financial flows to al Qaeda.
 
Such differences mean that Saudi Arabia cannot be thought of as an ally. Instead, it should be seen as a rival, along the lines of like France, Russia or China.
Granted, compared to those three, Saudi Arabia looks pretty unimpressive, with a population officially estimated at 22 million, a political system dominated by thousands of princes and an economy deeply dependent on oil revenues. Its culture is notoriously backward (women banned from driving), closed-minded (total censorship) and barbaric (executions as public spectacles).
Despite these disadvantages, the kingdom's rulers see themselves as leaders of the billion or so Muslims worldwide and the vanguard of a movement that eventually will vanquish and replace Western civilization, which they dismiss as corrupt and doomed.
This outsized ambition derives in part from the Saudi state being "protector of the two holy places," the cities of Mecca and Medina. In part, it emerges from Wahhabism, the extremist vision of Islam that predominates in Saudi Arabia.
Worse, as The New York Times recently noted, an ever-more radical version of Wahhabism is gaining strength in the kingdom: an "extremist, anti-Western world view has gradually pervaded the Saudi education system with its heavy doses of mandatory religious instruction [and then it] seeped outside the classroom through mosque sermons, television shows and the Internet, coming to dominate the public discussions on religion."
Anti-Western views have stuck; in particular, Saudis have shown themselves wildly sympathetic to bin Laden. One American hospital worker in Saudi Arabia reported "Saudi doctors and nurses around him celebrating on 9/11." A confidential survey found some 95 percent of young educated Saudis sympathetic to his declaration of war against the United States.
A century ago, most Muslims viewed Wahhabism as little more than an Arabian curiosity. Today, thanks to vast oil revenues well spent, a vast Wahhabi institutional structure exists to spread these ideas, so that it has become a powerful force wherever Muslims live, from Afghanistan (where the Taliban embodied this ideology) to most mosques in the United States.

Italy, Spain, Greece, Portugal, Ireland and Belgium stepped forward to take the militants, EU spokeswoman Anna Rodriguez said as the ministers met in Brussels.

BETHLEHEM, West Bank < Residents of this biblical city are expressing
relief at the exile to Cyprus last week of 13 hard-core Palestinian
militants, who they said had imposed a two-year reign of terror that
included rape, extortion and executions.
 
The gang apparently operated under the full protection of Mr. Arafat's
Fatah organization and Tanzim, its military wing.
During the 19-month uprising, they have often fired into the nearby
Israeli suburb of Gilo from church grounds and the homes of Palestinian
Christians in Beit Jala.
When Palestinian gunmen would show up at the door, Christian families
often had no choice but to let their homes be used as sniper posts and face
the consequences of Israeli retaliation.

THE ETIOLOGY & TREATMENT OF CHILDHOOD

Childhood is a syndrome which has only recently begun to receive
serious attention from clinicians. The syndrome itself, however, is not at
all recent. As early as the 8th century, the Persian historian Kidnom
made references to "short, noisy creatures," who may well have been
what we now call "children." The treatment of children, however, was unknown
until this century, when so-called "child psychologists" and "child
psychiatrists" became common. Despite this history of clinical neglect, it has
been estimated that well over half of all Americans alive today have
experienced childhood directly (Suess, 1983). In fact, the actual numbers are
probably much higher, since these data are based on self-reports which may
be subject to social desirability biases and retrospective distortion. The
growing acceptance of childhood as a distinct phenomenon is reflected in
the proposed inclusion of the syndrome in the upcoming Diagnostic and
Statistical Manual of Mental Disorders, 4th edition, or DSM-IV, of
the American Psychiatric Association (1990). Clinicians are still in
disagreement about the significant clinical features of childhood,
but the proposed DSM-IV will almost certainly include the following core
features:
 
1. Congenital onset
2. Dwarfism
3. Emotional liability and immaturity
4. Knowledge deficits
5. Legume anorexia
 
Clinical Features of Childhood
 
Although the focus of this paper is on the efficacy of conventional
treatment of childhood, the five clinical markers mentioned above
merit further discussion for those unfamiliar with this patient
population.
 
CONGENITAL ONSET
 
In one of the few existing literature reviews on childhood,
Temple- Black (1982) has noted that childhood is almost always
present at birth, although it may go undetected for years or even
remain subclinical indefinitely. This observation has led some
investigators to speculate on a biological contribution to childhood.
As one psychologist has put it, "we may soon be
in a position to distinguish organic childhood from functional
childhood" (Rogers, 1979).
 
DWARFISM
 
This is certainly the most familiar marker of childhood. It is
widely known that children are physically short relative to the population at
large. Indeed, common clinical wisdom suggests that the treatment of the
so-called "small child" (or "tot") is particularly difficult. These children
are known to exhibit infantile behavior and display a startling lack of
insight (Tom and Jerry, 1967).
 
EMOTIONAL LiABILITY AND IMMATURITY
 
This aspect of childhood is often the only basis for a clinician's
diagnosis. As a result, many otherwise normal adults are
misdiagnosed as children and must suffer the unnecessary social
stigma of being labelled a "child" by professionals and friends alike.
 
KNOWLEDGE DEFICITS
 
While many children have IQ's with or even above the norm, almost
all will manifest knowledge deficits. Anyone who has known a real child has
experienced the frustration of trying to discuss any topic that
requires some general knowledge. Children seem to have little knowledge
about the world they live in. Politics, art, and science -- children are
largely ignorant of these. Perhaps it is because of this ignorance, but
the sad fact is that most children have few friends who are not, themselves,
children.
 
LEGUME ANOREXIA
 
This last identifying feature is perhaps the most unexpected. Folk
wisdom is supported by empirical observation -- children will rarely eat
their vegetables (see Popeye, 1957, for review).
 
Causes of Childhood
 
Now that we know what it is, what can we say about the causes of
childhood?
Recent years have seen a flurry of theory and speculation from a
number of perspectives. Some of the most prominent are reviewed below.
 
Sociological Model
 
Emile Durkind was perhaps the first to speculate about
sociological causes of childhood. He points out two key observations about
children:
1) the vast majority of children are unemployed, and 2) children represent one
of the least educated segments of our society. In fact, it has been
estimated that less than 20% of children have had more than fourth grade
education. Clearly, children are an "out-group." Because of their
intellectual handicap, children are even denied the right to vote. From the
sociologist's perspective, treatment should be aimed at helping
assimilate children into mainstream society. Unfortunately, some victims are
so incapacitated by their childhood that they are simply not
competent to work. One promising rehabilitation program (Spanky and Alfalfa,
1978) has trained victims of severe childhood to sell lemonade.
 
Biological Model
 
The observation that childhood is usually present from birth has
led some to speculate on a biological contribution. An early investigation by
Flintstone and Jetson (1939) indicated that childhood runs in families. Their
survey of over 8,000 American families revealed that over half contained
more than one child. Further investigation revealed that even most non-child
family members had experienced childhood at some point. Cross-cultural
studies (e.g., Mowgli & Din, 1950) indicate that family childhood is even
more prevalent in the Far East. For example, in Indian and Chinese
families, as many as three out of four family members may have childhood.
Impressive evidence of a genetic component of childhood comes from a
large-scale twin study by Brady and Partridge (1972). These authors studied
over 106 pairs of twins, looking at concordance rates for childhood. Among
identical or monozygotic twins, concordance was unusually high (0.92), i.e.,
when one twin was diagnosed with childhood, the other twin was almost
always a child as well.
 
Psychological Models
 
A considerable number of psychologically-based theories of the
development of childhood exist. They are too numerous to review here. Among
the more familiar models are Seligman's "learned childishness" model.
According to this model, individuals who are treated like children eventually
give up and become children. As a counterpoint to such theories, some experts
have claimed that childhood does not really exist. Szasz (1980) has
called "childhood" an expedient label. In seeking conformity, we handicap
those whom we find unruly or too short to deal with by labelling them
"children."
 
Treatment of Childhood
 
Efforts to treat childhood are as old as the syndrome itself. Only
in modern times, however, have humane and systematic treatment protocols
been applied. In part, this increased attention to the problem may be due to
the sheer number of individuals suffering from childhood. Government
statistics (DHHS) reveal that there are more children alive today than at any
time in our history. To paraphrase P.T. Barnum: "There's a child born every
minute." The overwhelming number of children has made government intervention
inevitable.The nineteenth century saw the institution of what remains the
largest single program for the treatment of childhood -- so-called "public
schools." Under this colossal program, individuals are placed into treatment
groups based on the severity of their condition. For example, those most
severely afflicted may be placed in a "kindergarten" program. Patients at
this level are typically short, unruly, emotionally immature,and
intellectually deficient. Given this type of individual, therapy is essentially
one of patient management and of helping the child master basic skills
(e.g. finger-painting). Unfortunately, the "school" system has been
largely ineffective. Not only is the program a massive tax burden, but it
has failed even to slow down the rising incidence of childhood. Faced with
this failure and the growing epidemic of childhood, mental health professionals
are devoting increasing attention to the treatment of childhood. Given
a theoretical framework by Freud's landmark treatises on childhood,
child psychiatrists and psychologists claimed great successes in their
clinical interventions. By the 1950's, however, the clinicians' optimism
had waned. Even after years of costly analysis, many victims remained
children. The following case (taken from Gumbie & Poke, 1957) is typical.
 
Billy J., age 8, was brought to treatment by his parents. Billy's
affliction was painfully obvious. He stood only 4'3" high and weighed a scant
70 lbs., despite the fact that he ate voraciously. Billy presented a
variety of troubling symptoms. His voice was noticeably high for a man. He
displayed legume anorexia, and, according to his parents, often refused to
bathe. His intellectual functioning was also below normal -- he had little
general knowledge and could barely write a structured sentence. Social
skills were also deficient. He often spoke inappropriately and exhibited
"whining behaviour." His sexual experience was non-existent. Indeed, Billy
considered women "icky." His parents reported that his condition had been
present from birth, improving gradually after he was placed in a school at age
5. The diagnosis was "primary childhood." After years of painstaking
treatment, Billy improved gradually. At age 11, his height and weight have
increased, his social skills are broader, and he is now functional enough to
hold down a "paper route."
 
After years of this kind of frustration, startling new evidence
has come to light which suggests that the prognosis in cases of childhood may
not be all gloom. A critical review by Fudd (1972) noted that studies of the
childhood syndrome tend to lack careful follow-up. Acting on this
observation, Moe, Larrie, and Kirly (1974) began a large-scale longitudinal
study.
 
These investigators studied two groups. The first group consisted of 34
children currently engaged in a long-term conventional treatment program.
The second was a group of 42 children receiving no treatment. All subjects
had been diagnosed as children at least 4 years previously, with a mean
duration of childhood of 6.4 years. At the end of one year, the results
confirmed the clinical wisdom that childhood is a refractory disorder --
virtually all symptoms persisted and the treatment group was only slightly
better off than the controls. The results, however, of a careful 10-year
follow-up were startling. The investigators (Moe, Larrie, Kirly , & Shemp,
1984)
assessed the original cohort on a variety of measures. General knowledge
and emotional maturity were assessed with standard measures. Height
was assessed by the "metric system" (see Ruler, 1923), and legume appetite by
the Vegetable Appetite Test (VAT) designed by Popeye (1968). Moe et
al. found that subjects improved uniformly on all measures. Indeed, in most
cases, the subjects appeared to be symptom-free. Moe et al. report a
spontaneous remission rate of 95%, a finding which is certain to revolutionize
the clinical approach to childhood. These recent results suggests that
the prognosis for victims of childhood may not be so bad as we have
feared. We must not, however, become too complacent. Despite its apparently
high spontaneous remission rate, childhood remains one of the most
serious and rapidly growing disorders facing mental health professional today.
And, beyond the psychological pain it brings, childhood has recently
been linked to a number of physical disorders. Twenty years ago, Howdi, Doodi,
and Beauzeau (1965) demonstrated a six-fold increased risk of chicken
pox, measles, and mumps among children as compared with normal
controls. Later, Barby and Kenn (1971) linked childhood to an elevated risk of
accidents -- compared with normal adults, victims of childhood were much more
likely to scrape their knees, lose their teeth, and fall off their bikes.
Clearly, much more research is needed before we can give any real hope to
the millions of victims wracked by this insidious disorder.

German delegation.
The Minister presented a glimpse about the new strategies and reformations

Dr. Risha touched upon project of supporting the field of informatics in the
Syrian Universities.
He asserted the importance of boosting the scientific cooperation between
Syrian and German Universities, particularly in fields of information,
experience exchange and the scientific researches.
In the meantime, Tourism Minister, Dr. Sa'adalla Agha Al-Qala'a met with a
Turkish information delegation.
Talks during the meeting dealt with tourism relations between Syria and
Turkey.
Dr. Qal'a indicated to tourism investment plans for increasing the tourism
institutions.
He underlined the ministry directions to develop tourism between Syria and
Turkey and exchange delegations visits.

Leader Dick Armey.  This interview was the most incredible interview I
have ever heard.  Mr. Armey stated that the land of Israel belonged to the

Palestinians.

Group of 24 New Immigrants from Peru Arrives

Twenty-four new immigrants from Peru arrived early yesterday morning.
The arrivals underwent conversion to Judaism last December via a special
Beit Din sent to Peru by Israel's Chief Rabbinate. They had all been
living according to Jewish law for over a decade prior to their
conversion.
The immigrants hail primarily from Lima, Peru's capital, as well as the
outlying village of Trujillo. They join an additional group of 48
Peruvians who arrived on May 8. With the help of the Jewish Agency and
the Absorption Ministry, the Gush Etzion Regional Council will absorb
them in Alon Shvut and Karmei Tzur.

ISRAELI-ARABS AND TERROR
More cases of Israeli-Arab cooperation with terrorists: Two sisters from the western Galilee village of Arabeh were brought before a court in Acco (Acre) this morning for cooperating with Islamic Jihad terrorists. They are charged with providing terrorists with Israeli identity cards and with information about Israeli soldiers and citizens in their area. In Haifa today, two young Arab women from another Galilee village were indicted on similar charges regarding a planned attack in a northern-Israel shopping mall.
Galilee Region Police Commander Yehuda Solomon said today that this is not a marginal phenomenon. "It's not just an expression of protest," he said, "but real motivation on the part of young women to form connections with men with much blood on their hands." The connections are apparently initiated via the internet.
 
 RABBI BACHRACH PASSES AWAY
Rabbi Yehoshua Bachrach, noted author and educator, passed away this morning in Haifa at the age of 88. He was awarded the Israel Prize for Torah Literature for the year 5757 (1997), mainly in recognition for his several books on Bible study. Rabbi Bachrach ran the Aliyah Institution that took in many Holocaust survivor children. He was buried this afternoon in Har HaMenuchot in Jerusalem.
Rabbi Chaim Druckman, head of the Yeshivot Bnei Akiva movement and a Knesset Member of the National Religious Party, spoke with Arutz-7 today about the late Rabbi Bachrach:
"I arrived in Israel [as a boy] in 1944, and I met him for the first time on the Fast of Gedaliah [early autumn] of that year. Aside from being a great Torah scholar, he was a great educator. He established the Aliyah school for these remnants and orphans, and was literally a father for each and every one. It was a home for them. His students loved him; we called him Yehoshua, out of love. We greatly admired him... He built these children and turned them into people, after what they experienced...
"He was also a great writer, and I would say that he built a special method for teaching T'nach [Bible]. His first book, Mother of Royalty, is about the Book of Ruth, which we will read two days from now on Shavuot; he was the one who revealed the deep contents of this book. It is in his merit that so many people study Ruth with his book on Shavuot. He also opened the gates for delving into Yonah, as well as the great figures of Shmuel, Sha'ul and Yonatan, and King David, and Esther... He integrates precise analyses of the text with the medrashim [Rabbinic exegesis], and shows the true depth He was an amazing personality, with great humility and true love for everyone..."
 
ANTI-SEMITISM IN PARIS, SAN FRANCISCO AND ELSEWHERE
More anti-Semitism in a Paris suburb: A group of North African youths violently assaulted five young Jews last night, and several of the latter suffered broken jaws. A local police officer reported that the attackers numbered 20 people.
San Francisco, as well, was the scene of an anti-Semitic near-riot last Thursday. Laurie Zoloth, Director of the Jewish Studies Program at San Francisco State University, says she witnessed a "hate mob" and a "large, angry crowd of Palestinians and their supporters" that surrounded a group of 50 Jews and "screamed at us to 'go back to Russia' and... that they would kill us all, and other terrible things..." Her account continues:
"[The] threatening crowd shoved the Hillel students against the wall of the plaza... As the counter- demonstrators poured into the plaza, screaming at the Jews to 'Get out or we will kill you' and 'Hitler did not finish the job,' I turned to the police and to every administrator I could find... [The police finally arrived and] could do nothing more than surround the Jewish students and community members who were now trapped in a corner of the plaza, grouped under the flags of Israel, while an angry, out of control mob, literally chanting for our deaths, surrounded us... We had to be marched back to the Hillel House under armed San Francisco police guard, and we had to have a police guard remain outside Hillel."
Ms. Zoloth further writes about a permanent atmosphere of anti-Semitism on the SFSU campus:
"I cannot fully express what it feels like to have to walk across campus daily, past maps of the Middle East that do not include Israel, past posters of cans of soup with labels on them of drops of blood and dead babies, labeled 'canned Palestinian children meat, slaughtered according to Jewish rites under American license,' past poster after poster calling out 'Zionism = racism,' and 'Jews = Nazis.' This is not civic discourse, this is not free speech, and this is the Weimar Republic with brown shirts it cannot control. This is the casual introduction of the medieval blood libel and virulent hatred smeared around our campus in a manner so ordinary that it hardly excites concern - except if you are a Jew, and you understand that hateful words have always led to hateful deeds."
While on the topic of anti-Semitism at California universities, the Wall St. Journal recently featured an article discussing a course offered at University of California-Berkeley. The course description for English R1A, "The Politics and Poetics of Palestinian Resistance" (4 credits), reads as follows:
"The brutal Israeli military occupation of Palestine, [ongoing] since 1948, has systematically displaced, killed, and maimed millions of Palestinian people. And yet, from under the brutal weight of the occupation, Palestinians have produced their own culture and poetry of resistance. This class will examine the history of the [resistance] and the way that it is narrated by Palestinians in order to produce an understanding of the Intifada... This class takes as its starting point the right of Palestinians to fight for their own self-determination. Conservative thinkers are encouraged to seek other [classes]."
 
ANTI-ARAFAT BILLS IN CONGRESS
A bill scheduled for debate today in the US House of Representatives would severely restrict American relations with the Palestinian Authority and Yasser Arafat. The bill, proposed by Reps. Roy Blunt (R-MO), Gary Ackerman (D-NY), Ben Gilman (R-NY) and Robert Menendez (D-NJ), defines Arafat as responsible for the terrorism against Israel, and stipulates that his personal possession in the U.S., as well as those of the PLO/Palestinian Authority, be frozen. The bill demands a reduction in the number of PA representatives in the US, the denial of visas and other travel restrictions on PA and PLO officials, and the downgrading of the status of PA and PLO offices in the U.S. A similar bill has been proposed in the Senate, but has not yet come up for a vote.

ISRAEL SUNK WEAPONS SHIP
The Foreign Report, published in Britain, reports on an Arab arms-smuggling ship that was sunk by Israeli forces in the Mediterranean in the past two weeks. The ship was on its way from Lebanon to Gaza, laden with much weaponry, particularly katyushas and anti-tank rockets. The report says that although Israeli Intelligence was unable to discern the organization that sent the ship, it was clearly bound for the PA. The plan was for P.A. residents of Gaza to collect the weapons while disguised as fishermen.
The Israeli forces originally intended to capture the ship and put it on display, as they did in the case of the Karin-A arms ship four months ago. However, when it was learned that the 20 crewmen were armed and prepared for an attack, it was decided to simply bomb and sink the ship without a fight.
 
CLEARING HULEH VALLEY ONCE MORE
The Huleh Valley in the northern Galilee - the area of the former Lake Huleh - is one the most air-polluted areas in the country. This was reported yesterday at an Environment Ministry conference in the north. Local farmers continuously burn tons of unneeded branches, while the air in the valley is not easily replaced. The regional council is beginning to encourage the farmers to crush the branches instead of burning them. Legislation is also being considered.
The unusable marshy area, just west of and below the Golan Heights, was drained in the 1950's and turned into high-quality agricultural land. The story began in 1951, when the Jewish National Fund began its most ambitious land reclamation program in and around the 5-square-mile Lake Huleh. The lake was surrounded by 68 square miles of malaria-infested swamps, and it was decided to drain Lake Huleh and the swamp by rechanneling the water into carp ponds. The northern and southern ends of the lake were blasted open, creating deep channels that allowed the water to run easily into the Jordan River. By 1958 the job was completed, and the newly created Huleh Valley yielded over 20,000 acres of extremely fertile land.

NEW DELHI, May 14 In one of the deadliest attacks India has witnessed in recent years, three men disguised in army fatigues killed 30 people today and wounded 48 with sprays of automatic gunfire in the state of Jammu and Kashmir, which both India and Pakistan claim.
 
It was just the kind of attack that diplomats have feared could provoke a military retaliation by India, which massed troops on the border after it blamed Pakistan-based militants for a suicide attack on its Parliament last December.
 
 India has threatened to attack if Pakistan does not halt further terror assaults and infiltrations into Kashmir by militants based there. The two nuclear-armed nations still have a million soldiers supported by heavy artillery and tanks mobilized for war along their 1,800-mile border.
 
In the attack today, which took place at Kaluchak, on the outskirts of Jammu, Kashmir's capital, the gunmen first opened fire on a busload of people, killing seven. They then dashed into the family quarters of an army camp, killing 23 more people, including 10 children, most of them 7 to 10, the police said. The assailants were killed by soldiers in an hourslong siege.
 
Indian intelligence officials said the attack was probably carried out by Lashkar-e-Taiba, one of two Pakistan-based militant groups that they also accused in the December attack on Parliament, which left 14 people dead.
 
 The attack will also intensify India's demand that the United States apply whatever pressure it takes to get Pakistan, America's ally against terrorism in Afghanistan, to stop allowing militants to commit terrorist acts against India from Pakistani territory.
 
India accuses Pakistan of sponsoring extreme Islamic groups to fight a proxy war against India in Jammu and Kashmir, India's only state where Muslims are in a majority and a territory that Pakistan, an Islamic nation, also claims.
 
 India and Pakistan have fought two of their three full-scale wars over Kashmir and a third small one in 1999. Since 1989, more than 30,000 people have died in an anti-India insurgency in Kashmir.

An Israeli civilian moderately to severely wounded in the Bet-El settlement

An Israeli civilian was wounded tonight in a moderate to severe manner, when
a terrorist infiltrated the Bet-El settlement, north of Ramallah.
From an initial inquiry, it appears that around 23:00 last night, a
terrorist infiltrated the settlement, approached one of the houses and
knocked on the door.
One of the house's residents started shooting towards the terrorist. At the
same time, the settlement's civil security officer was called to the place.
Reaching the house, the officer confronted the terrorist, was stabbed, and
was moderately to severely hurt.
The security man responded by shooting towards the terrorist and killing
him.
A short while later, the wounded man was evacuated to a hospital to receive
medical treatment.
At the moment, searches are being conducted in the area.

For whatever its worth, I thought it was perfectly alright for you to
comment on Dick Armey's statement and to address American politics where it
affects Israel's security and affairs. Americans never hesitate to comment
on internal Israeli politics. Why shouldn't it work both ways?
Another point. We know there are various prophecies concerning Judah,
Joseph, Israel, etc. which will be fulfilled in the years ahead. God
fulfills his prophecies by moving the minds and actions of the rulers and
leaders of nations (Proverbs 21:1). Today's nations rarely have kings, so
God will work through the minds and actions of modern political leaders to
direct national events according to his will. Given that fact, I see
nothing wrong with watching what is happening in the politics of the major
nations.

SUICIDAL TERRORIST MURDERS TWO IN NETANYA BLAST
Two people were killed this afternoon in yet another suicide terrorist attack in Netanya. Twelve days after the last one, in which 15 people were massacred in Rishon LeTzion, Palestinian terror struck at the Netanya open-market, causing the roof to collapse and causing difficulties in the evacuation of the wounded. Close to fifty people were wounded, including five in serious condition, and they were evacuated to hospitals in Netanya, Hadera, and Kfar Sava. The terrorist wore an IDF uniform.
A two-pronged terrorist attack in Gaza today led to the wounding of four soldiers, but the civilians they were escorting emerged unscathed. The incident began when a convoy of cars was attacked by gunfire near Netzarim. The soldiers returned fire, and then a bomb exploded nearby, causing the jeep to overturn.

Yediot Acharonot (YA 24s, 15.5.02) The President of Israel held a ceremony (14.5.02) in honor of Israeli citizens who had reached the age of 100 years and more.
Two/thirds of the people in the "Century Club" are women.
The idea for the ceremony was taken from the practise of Queen Elizabeth of Britain who every year holds a similar ceremony. The Queen heard of the ceremony in Israel and sent a special blessing of her own that was translated into Hebrew and read out by the British Consul.
There are 604 people in Israel whose ages are 100 and more, 69 of whom live in Jerusalem, 66 in Tel Aviv, 62 in Ramat Gan, and the rest throughout the country.
A representative selection of the "oldtimers" were present at the ceremony. Various of the centenegarians were asked as to the secret of their longevity. They give different answers but a common theme seemed to be the exhortation to take a positive view of life, to always look on the bright side, and to avoid getting angry. They all seemed to exercise regularly, kept active, avoided overeating, but were not especially particular as to diet. Several said that longevity ran in the family.

The percentage of children under the age of 17 (29.9%) is the highest in the world. The percentage of people over 65 (9.8%) is the lowest in the world.
Israel has the third largest proportion of doctors per head of population in the world.

EUROPEAN UNION SUED BY FAMILY OF TERROR VICTIMS
Law Suit Accuses EU of Funding Palestinian Terrorism
A family of Israeli terror victims will file a N.I.S. 100,000,000 law suit
this morning, Monday May 20th, in the Tel-Aviv District Court against the
European Union (EU). The civil action arises from a Palestinian terror
attack which left the mother of the British born family, Techiya Blumberg,
dead and her husband and daughter seriously injured.
On August 5th 2001, Steven Blumberg, his wife Techiya and young daughter
Tzipora were traveling from their home in Karnei Shomron on the highway near
Kalkilya. As Blumberg maneuvered his car to overtake a deliberately slow
moving vehicle, Palestinian terrorist in the second car opened fire with
automatic weapons. The terrorist instantly killed Techiya. Steven and his
fourteen year old daughter were also grievously injured in the attack and
remain paralyzed until today. Techiya Blumberg, 35, was the mother of five
children and five months pregnant at the time of her murder.
This past October, Israeli security services arrested a Palestinian police
officer, Farid Azouni, and charged him with having participated in the
shooting. In December, the Israeli security service arrested the chief of
police in Kalkilya, Samar Abu Hania, accusing him of having planned the
attack on the Blumbergs. Both Azouni and Abu Hania were salaried employees
of the Palestinian Authority (PA) when they carried out the killing.
The law suit, which is brought by attorney Nitsana Darshan-Leitner, alleges
that the EU has recklessly provided the PA with massive amounts of
financial aid, while knowing that the money was being diverted from its
intended civilian purposes to Palestinian terrorist groups. Following the
signing of the Oslo Accords, the EU pledged to provide funding to the PA for
civilian projects, primarily to pay the salaries of the PA's municipal
workers. The EU donates approximately $10 million a month and more than
$1.5 billion to the PA since 1994. The plaintiffs contend that Yassir
Arafat has channeled large sums of these EU funds to terrorist organizations
such as Fatah Tanzim and Force 17. Moreover, the complaint alleges that the
EU failed to undertake any steps to monitor or scrutinize how the PA was
utilizing the money.
In addition, since October 2000, the Israel Defense Forces (IDF) have had
to destroy buildings and institutions that were constructed using EU funds.
The EU has complained to Israel that the IDF has razed buildings valued at
more than $20,000,000. Repeatedly, however, the IDF had warned the
Europeans that it was targeting these structures because the PA had
transformed them into explosive laboratories, training bases and arms
caches. Thus, the EU was on notice that the buildings it financed were
being utilized by the PA for terrorism.
"Without the EU's reckless provision of financing to the Palestinians,
hundreds of Israeli terror victims would still be alive and thousands of
others would never have had to suffer their tragic injuries," said attorney
Darshan-Leitner, "The law suit will establish that the EU, even more than
Iran, is the biggest source of funding for the Palestinian terrorist groups
that target Israeli civilians."

MK Uri Ariel (National Union) claims that Ahmed Sa'adat, Popular Front for the Liberation of Palestine (PFLP) chief, is being held in Jericho under "vacation" conditions. Sa'adat was among the six terrorists protected by Yasser Arafat when the latter was holed up in the Mukata compound; Israel agreed that they would be released to a Jericho prison under the supervision of British and American wardens. In actuality, however, Sa'adat was allowed to work from an office in Jericho, with full freedom of movement and unrestricted communications. It came as no surprise, therefore, when Israel's television news channels reported last night that Israeli security elements believe he was behind yesterday's attack in Netanya.
Although an American consulate official said today that Sa'adat has "always, since his release from Ramallah, been under total American and British supervision," other American officials said this morning that they had accepted Israel's demand to ensure that this would be the case from now on.
 
 
 NETANYA VICTIMS
Two of the three victims in the Netanya market bombing were buried this afternoon. Yosef Haviv, 70, and Arkadi Weiselman, 40, were laid to rest in the Netanya cemetery. The name of the third victim has not yet been cleared for publication. Twenty-one of the wounded remain in the hospital, including four in serious condition and a 6.5-year-old girl with shrapnel wounds all over her body. Weiselman, who was an employee at Netanya's Park Hotel, escaped injury during the Passover Seder massacre there; 29 people were killed at the hands of a Palestinian suicide killer. Yesterday, Weiselman was not as fortunate when he chose to shop at the Netanya market. The PFLP took credit for the murderous attack.
 
 
MIRACLE OUTSIDE AFULA; WOMAN STABBED IN GUSH ETZION
Even as Israeli security officials in both the police and army warn that the effects of Operation Defensive Shield are wearing off, a suicide bombing was thwarted today five kilometers west of Afula by a citizen's alertness. He noticed a suspicious-looking Arab at a bus stop and notified the police. When the police signaled the suspect to identify himself, he panicked and detonated a bomb he was wearing on his torso. Two passersby were very lightly injured in the blast.
In another successful Israeli operation, IDF forces arrested a young Arab woman in Tul Karem this afternoon who was in the final stages of planning an attack in the Sharon region. The forces were tipped off by GSS intelligence information.
A PA Arab stabbed a pregnant woman this afternoon at the Gush Etzion junction. She was taken to a Jerusalem hospital with light wounds in her hand and shoulder, while alert civilians helped apprehend the terrorist... An Israeli citizen was lightly hurt last night when Arabs threw rocks at his car south of Jerusalem, near Husan... Gunfire was directed at an IDF patrol near the border fence; no one was hurt, and IDF soldiers returned fire...
There were several roadside shootings today, after a sharp decrease in their number following Operation Defensive Shield: Gunfire was opened on a mail truck between Shavei Shomron and Chomesh in the Shomron, causing damage to the vehicle but no injuries... Shots were also fired at a car near the Ganim-Kadim junction from within Jenin; no one was hurt...
 
 NYPD TRAINING IN ISRAEL
Five New York Police Department investigators are in Israel undergoing training to detect and investigate suicide bombers, says yesterday's New York Daily News. The paper reports that this is the first time that a U.S. police department is being trained by Israeli military and municipal police experts, "who have had to respond to scores of human bombs in the past 18 months." "We were invited by Israel to be the only police agency at a symposium focused on suicide bombers and lessons learned," NY Police Commissioner Raymond Kelly confirmed.

On 20.May.2002 a border police force, combined with Paratrooper fighters,
arrested in Tul Karem, Thawra Hamur, from the village of Jaba in the
northern West Bank. The 26 year old Thawra was on her way to commit a
suicide attack in Israel. She was the sixth female suicide bomber sent by
the Fatah to commit a suicide attack in Israel. It must be noted, that the
Islamic religious elders in the PA (including the Hamas leader Ahmed Yassin)
and the Islamic world (headed by the sheikh Kardawi) have published an
Islamic verdict, which allows women to commit suicide attacks.
This is a list of the female suicide bombers, prior to this case, all of
which were affiliated with the Fatah:
27.Jan.2002- Wafa Idris blew herself up outside a shoe store in Yafo St. in
central Jerusalem. As a result of the explosion a man was killed and 150
were wounded.
27.Feb.2002- Dareen Abu Aisha blew herself up at the Maccabim checkpoint,
after the car she was driving was stopped for a routine check. As a result
three policemen were wounded.
29.March.2002- Ayat Akhras blew herself up at the entrance of a supermarket
in Jerusalem, after the security guard Haim (Mino) Smadar used his body to
block her entrance. As a result, a 17 year old girl and the two security
guards were killed.
11.Apr.2002- Shifa Qudsi was arrested in Tul Karem by an IDF Force. The 26
year old Shafa was recruited by the Fatah, and was suppose to carry out a
suicide attack on 12.4.02 in Israel. In her interrogation she admitted that
she was instructed by Fatah wanted terrorists to infiltrate Israel,
disguised as a pregnant woman, and commit a suicide attack in a populated
area.
12.Apr.2002- Andaleeb Taqteqa blew herself up in the entrance of the "Mahane
Yehuda" Market in Jerusalem. As a result six people were killed and 104 were
wounded.

Palestinian terrorists had planned to carry out an attack using a one-ton
bomb, a senior Military Intelligence officer told the Knesset Foreign
Affairs and Defense committee yesterday. The officer did not specify the
Palestinians' target for the bombing, but The Associated Press reported that
they had planned to blow up a truck loaded with the explosives in the
underground parking garage of the Azrieli Towers in Tel Aviv. The officer
said that the plan had been uncovered during Operation Defensive Shield. He
added that the Israel Defense Forces had also found documents and
intelligence pointing to plans by terrorist organizations to simultaneously
attack seven coastal cities and carry out a chain of suicide bombings in
Jerusalem in which three terrorists were to take part. The officer also told
the MKs of intelligence alerts with regard to more planned attacks.

SEVERAL SUICIDE ATTACKS PREVENTED
Israeli Border Guard police killed a heavily-armed Arab who had opened fire on their position this morning. It was later discovered that the terrorist also had an explosives belt strapped to his body.
Another suspected terrorist was killed on the Tunnels Highway this morning when he did not heed military instructions to stop. The forces are investigating whether he was on his way to perpetrate an attack. A 20-year-old woman from Tul Karem was arrested; she, too, was on her way to perpetrate a suicide attack.
In another form of anti-terror activity, the IDF arrested last night a total of 21 terrorist suspects, including 15 from the Shomron village of Salfit. Three brothers suspected of terrorist activities in PLO-controlled Abu Sneineh of Hevron were also arrested, as well as three wanted Arabs from villages near Jerusalem.

CHIEF RABBIS CALL: BUY BLUE-AND-WHITE
Chief Rabbis Eliyahu Bakshi-Doron and Yisrael Meir Lau ask the public to buy Israeli products. Following a meeting with Industry and Trade Minister Dalia Itzik, who is pushing the campaign to "buy blue-and-white" (Israel's official colors), the rabbis issued a call that was read in synagogues throughout the country on the Shavuot holiday this past Friday. "In light of the economic situation," the rabbis wrote, "when factories are being closed, unemployment is growing, and many families can barely afford to put food on the table, we are commanded to fulfill the verse, 'If your brother falters, strengthen him, that he may live with you.' It is incumbent upon us to help our brothers who face financial difficulties, and enable them to live honorably before they require charity. During these days of trouble both nationally and individually, we must be careful to buy Israeli-made products."

towards Israeli defensive and military methods and seeking out training from
Israel for the same. The FBI and many U.S. law enforcement agencies are now
employing the IDF's self-defense fighting techniques of "Krav Magen" (an
Israeli martial arts specialty). Krav Magen is presently being taught
throughout the U.S. by a former Israeli soldier, Guy Dar. Guy Dar has given

publications) Guy is in the process of giving Krav Magen training to many
other state and local law enforcement agencies throughout the U.S. Krav
Magen is also being offered in joint American/Israeli efforts through
private institutions to the general public.

Dear Friends,
I have always maintained that behind the miraculous discoveries especially in fighting disease is the G-D inspired intelligence. Is it any wonder that i have personally held a lifetime love for Israel and Jewish People . I was put into the sanatorium to die of pulmonary tuberculosis at one year old ...in the very year that medical science discovered the correct combination of drugs with which to subdue the TB's ravages. Even though it went on to to bring about my present disability , ( affecting the spine and bones ) doubtless I have had all these years longer than was expected , indeed life has been a bonus for me and meant that through my children , my family lineage continues, (my two elder brothers have not had any children. ) It is only now that I learn of the great debt I owe to a Jewish medical scientist . For giving me all these years I say to Jewish People a Big Sincere THANK YOU ! ! !.
BTW apart from creating millionaires amongst them for choking us all with the oil filthy atmosphere and creating an epidemic in our country not seen since the Black Death ( Plague ) of premature death and crime rate through dealing Heroin smack with which to buy weapons to in turn murder other innocents what has Israel's enemies ever given us?.

AL QAEDA COOPERATION WITH PALESTINIAN TERROR GROUPS
Al Qaeda, Hamas, and Hizbullah are in cahoots. Representatives of the three terrorist organizations met in Lebanon at the end of March to discuss future joint terror activity, according to an ABC News report yesterday. News of the meeting came as FBI director Robert Mueller warned that terror attacks in the United States, including suicide bombings, are "inevitable." His remarks followed similar comments made by US Vice President Dick Cheney to the effect that an attack on American soil equal to or of greater magnitude than the September 11 attack on America is "almost a certainty."
It's not only Al Qaeda alone that Americans must fear. US Senator Bob Graham, chairman of the U.S. Senate Intelligence Committee, says that groups including Hizbullah and Islamic Jihad could be planning attacks against US targets. Graham, speaking with CNN, also confirmed reports that some two dozen people with ties to terror organizations had recently entered America hidden in container ships, and that they were on the loose.

Vatican Lawsuit Liability exceeds $1 billion in USA Courts
 
The Vatican, which has long claimed immunity to lawsuits, is now facing
claimants seeking more than $1 billion.
Insurance commissioners from Mississippi, Missouri, Tennessee, Okalahoma,
and Arkansas have joined Holocaust victims and victims of pedophile priests
in filing lawsuits against the Vatican and Vatican Bank. The Insurance
commissioners are seeking over $600 million in a RICO (Anti Racketeering)
lawsuit that has named several top Cardinals including two former Papal
Nuncios to the United States and the Vatican Secretary of State, Cardinal
Sodano, as co-conspirators with convicted financier Martin Frankel in an
unsuccessful attempt to launder an incredible $150 billion in insurance assets.
Frankel who has plead guilty to 20 counts of wire fraud and one count each
of securities fraud, racketeering, racketeering conspiracy and a forfeiture
charge has been cooperating with the government in retrieving $200 million
in missing insurance assets. Frankel faces 150 years in prison and will be
sentenced next year.
Vatican officials allegedly received pay offs from Frankel and his
associates in exchange for use of a Vatican operated charity as money
laundering conduit. A Vatican monsignor, Colagiavanni, who also is facing
